Land Borrowed by the Sun: Ecological Trade-offs of China’s Subsidized Photovoltaic Development

【Abstract】Motivated by growing concerns over ecological sustainability and cleanliness of energy, solar photovoltaic (PV) projects have attracted significant attention in China and globally. Employing a difference-in-differences (DID) model and a comprehensive multi-dimensional dataset that includes information on ecological environment, government officials, photovoltaic enterprises, and participating farmers, this study examines the potential ecological challenges arising from the expansion of PV projects. Our results indicate that while photovoltaic projects promote regional economic development and increase household income, they also generate certain ecological challenges. We find that the profit-seeking motives of firms and individuals, together with local government promotion tournaments, are linked to these challenges. Further analysis reveals that environmental regulations of the government, including adjustments in regulatory institutions and development models, effectively mitigate these adverse effects. Strengthening supervision over private enterprises and optimizing subsidy policies emerge as critical reform directions for future PV support measures.

[主讲人简介]

史新杰，浙江大学“百人计划”研究员、博士生导师，任教于浙江大学公共管理学院农经系、浙江大学中国农村发展研究院（CARD），同时担任浙江大学共享与发展研究院研究员和阿里新乡村研究中心客座研究员，入选国家级青年人才。史新杰博士的研究重点关注农村经济社会转型发展的一系列议题，主要包括：（1）农村要素（土地和劳动力等）配置；（2）农村人力资本积累（农民工、留守人口的营养健康与教育相关议题）；（3）收入不平等、机会不平等与代际流动。共计发表中外学术论文50余篇，包括《经济研究》、《管理世界》、Journal of Development Economics、Journal of Health Economics、Journal of Economic Behavior & Organization等刊物。出版专著/教材2部；主持国家自然科学基金等国家和省部级课题十余项。荣获第九届“中国农村发展研究奖”、“钱学森城市学金奖”提名奖、浙江省经济学会 2023 年度优秀成果一等奖、浙江省第二十二届“哲学社会科学优秀成果奖”二等奖和青年奖。
